- Metaphor – Hawk is the dictatorImagery:“I hold Creation in my foot.”“The allotment of death”Just as a Hawk is vicious, feeds off poor and innocent creatures and is smart so the dictator is cruel, takes advantage of innocent civilians and is cunning.One of the main messages of the poem is the negative effects of a leader on civilians. This is shown when the speaker describes the nation as: “the allotment of death”. Just as an allotment is often disorganised, meant to be for growing things and producing things, is under the control of a gardener, and does not have structures so the nation is disorganised, without structure and growing death – meaning that the leader is in complete control and is killing, or ordering, the many.
